Their Japanese parent or grandparent may have already passed away, they may not know where the person\u2019s permanent domicile (honseki) was registered, or they may only have old family documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, what can you do if you cannot obtain your Japanese parent or grandparent\u2019s Koseki certificate?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this article, we explain several common situations in which a Koseki certificate needed for a Japan status of residence or visa application cannot be obtained, and discuss how you may be able to proceed in each situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u203b<strong>Important:<\/strong> In Japan\u2019s family register system, documents other than a current Koseki certificate may also be relevant, including a <strong>Joseki certificate (removed family register)<\/strong> and a <strong>Kaisei Gen Koseki certificate (previous version of a family register)<\/strong>. It records and certifies important matters concerning a Japanese national\u2019s civil status, such as birth, marriage, parent-child relationships, and death.<br>A <strong>Koseki certificate<\/strong> <strong>(Koseki Tohon) <\/strong>is an official document certifying the information recorded in a Koseki. Depending on the record, it may contain information such as the person\u2019s registered permanent domicile (honseki), name, date of birth, relationship to their parents, marriage, and other matters concerning their civil status.<br>As a general rule, a Koseki is organized around a married couple and their unmarried children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will explain the individual items recorded in a Koseki in another article.<br>For the purposes of this article, the important point is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>A Koseki records and officially certifies information about a person\u2019s parents, children, and other family relationships.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A marriage certificate can generally establish a marital relationship, while a birth certificate can establish a parent-child relationship. A Japanese Koseki can contain information relating to both types of relationships.<br>By tracing successive Koseki records, it may also be possible to establish an official family relationship between a person and their Japanese parent or grandparent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, Koseki certificates are frequently used as official supporting documents in procedures involving Japanese family relationships.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"When_Is_a_Koseki_CertificateKoseki_Tohon_Required_for_a_Japan_Status_of_Residence_or_Visa_Application\"><\/span>When Is a Koseki Certificate(Koseki Tohon) Required for a Japan Status of Residence or Visa Application?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For certain status of residence applications, a Koseki certificate may be required as part of the supporting documentation.<br>This is particularly relevant when an application is based on a relationship with a Japanese spouse, parent, grandparent, or other family member.<br>Typical examples include:<br>\u2460<strong> Spouse or Child of Japanese National<\/strong><br>\u2461 <strong>Long-Term Resident (Teijusha)<\/strong> for certain Japanese descendants, including eligible second- and third-generation Japanese descendants<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Koseki_Certificate_Koseki_Tohon_Required_for_a_Japan_VisaStatus_of_Residence_Application_1_Spouse_or_Child_of_Japanese_National\"><\/span>Koseki Certificate (Koseki Tohon) Required for a Japan Visa\/Status of Residence Application #1 : Spouse or Child of Japanese National<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A foreign national who is married to a Japanese national and plans to live in Japan may apply for the status of residence <strong>\u201cSpouse or Child of Japanese National.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Koseki certificate is generally required as part of this application because it can be used to establish that the marriage has been legally registered in Japan.<br>When a Japanese national marries a foreign national and the marriage is properly reported and recorded in Japan, information concerning the foreign spouse, such as their name and nationality, may be recorded in the Japanese spouse\u2019s Koseki.<br>This record can help establish that the marriage is legally recognized under Japanese law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When a foreign spouse needs a Koseki certificate for an application, the Japanese spouse can usually obtain the necessary certificate themselves. Therefore, difficulties in obtaining the Koseki certificate are generally less common in these cases.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Koseki_Certificate_Koseki_Tohon_Required_for_a_Japan_VisaStatus_of_Residence_Application_2_Long-Term_Resident_for_Japanese_Descendants_Nikkei\"><\/span>Koseki Certificate (Koseki Tohon) Required for a Japan Visa\/Status of Residence Application #2 : Long-Term Resident for Japanese Descendants (Nikkei)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">People who have a Japanese parent or grandparent may, depending on their circumstances, be able to consider applying for the status of residence <strong>\u201cLong-Term Resident (Teijusha)\u201d<\/strong> as a Japanese descendant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For an application by a second- or third-generation Japanese descendant, it is important to establish the family relationship between the applicant and their Japanese parent or grandparent using official documents.<br>For example, the applicant may need to establish that their grandparent was Japanese using Koseki records, and then combine those records with overseas documents such as birth certificates and marriage certificates to establish the family relationship from the Japanese grandparent to the applicant.<\/p>\n\n\n\n<div class=\"wp-block-vk-blocks-alert vk_alert alert alert-info has-alert-icon\"><div class=\"vk_alert_icon\"><div class=\"vk_alert_icon_icon\"><i class=\"fa-solid fa-circle-info\" aria-hidden=\"true\"><\/i><\/div><div class=\"vk_alert_icon_text\"><span>Info<\/span><\/div><\/div><div class=\"vk_alert_content\">\n<h4 class=\"wp-block-heading\">Status of Residence (Visa) Available to Japanese Descendants \u2014 &#8220;Long-Term Resident&#8221;<br><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Japanese descendants may, depending on their family history and other circumstances, be able to obtain a status of residence based on their connection to Japan through a Japanese parent or grandparent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In many cases, the status of residence considered for eligible Japanese descendants is <strong>\u201cLong-Term Resident (Teijusha).\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, simply having Japanese ancestry does not automatically mean that a person qualifies for this status of residence. So how can you actually obtain one?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are two important questions:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>WHERE can you request the Koseki certificate?<\/strong><\/li>\n\n\n\n<li><strong>WHO is allowed to request it?<\/strong><\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"WHERE_Can_You_Obtain_a_Koseki_Certificate_Koseki_Tohon_%E2%86%92_The_Municipality_Where_the_Koseki_Is_Registered\"><\/span>WHERE Can You Obtain a Koseki Certificate (Koseki Tohon)?<br>\u2192 The Municipality Where the Koseki Is Registered<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Traditionally, a Koseki certificate is requested from the municipal office that has jurisdiction over the person\u2019s registered permanent domicile (honseki).<br>For example, if the person\u2019s honseki is registered in Takamatsu City, Kagawa Prefecture, the relevant municipal office would be Takamatsu City Hall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, since March 1, 2024, the wide-area issuance system (Koseki Koiki Kofu) has made it possible, in certain circumstances, for eligible applicants to request Koseki and removed-Koseki certificates at a municipal office other than the municipality where the Koseki is registered.<br>(There are exceptions, including certain older Koseki records that have not been computerized.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"WHO_Can_Request_a_Koseki_Certificate_Koseki_Tohon_%E2%86%92_Generally_the_Person_Spouse_or_Direct_Relatives\"><\/span>WHO Can Request a Koseki Certificate (Koseki Tohon)?<br>\u2192 Generally, the Person, Spouse, or Direct Relatives<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Because information recorded in a Koseki contains personal information, requests by third parties are subject to legal restrictions.<br>In general, the following people may request certain Koseki certificates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The person recorded in the Koseki<\/li>\n\n\n\n<li>Their spouse<\/li>\n\n\n\n<li>Their direct ancestors, such as parents or grandparents<\/li>\n\n\n\n<li>Their direct descendants, such as children or grandchildren<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A person who has been authorized by the relevant individual may also be able to request a Koseki certificate as an agent, depending on the type of request.<br>However, the wide-area issuance system has specific rules: eligible applicants must appear in person at a municipal office, and requests by mail or through an agent are not available under this system.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Can_You_Obtain_a_Japanese_Parent_or_Grandparents_Koseki_Certificate_Koseki_Tohon_from_Overseas\"><\/span>How Can You Obtain a Japanese Parent or Grandparent\u2019s Koseki Certificate (Koseki Tohon) from Overseas?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Now that we have explained where Koseki certificates are requested and who can request them, what can you do if you are living outside Japan and need your Japanese parent or grandparent\u2019s Koseki certificate for an immigration application?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Request the Certificate Directly from the Municipality<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Some municipalities accept Koseki requests from people living overseas.<br>In such cases, you may need to submit the request by international mail.<br>However, requirements vary between municipalities. Some municipalities may require specific documents, may not accept requests written in languages other than Japanese, or may not accept requests from overseas at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You should therefore confirm the requirements directly with the relevant municipal office before sending your application.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Ask a Relative or Friend in Japan<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">If you have a relative or friend in Japan, you may be able to ask them to request the Koseki certificate on your behalf by preparing an appropriate power of attorney.<br>Even if the person lives far from the municipality where the Koseki is registered, many municipalities accept requests by mail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there are several points to keep in mind.<br>The relative or friend making the request may be able to see the contents of the Koseki.<br>In addition, if you do not clearly explain which records and which period of family history you need, you may receive a Koseki certificate that does not contain enough information for your immigration application.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Ask an Immigration Specialist, Such as an Administrative Scrivener<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">An administrative scrivener (Gyoseishoshi) or other professional may, where legally permitted and necessary for their professional work, be able to request Koseki certificates on a client\u2019s behalf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, if you are applying for Long-Term Resident status as a Japanese descendant and hire a professional to assist with your immigration application, the professional may also be able to assist with researching and obtaining the Koseki records needed for the application.<br>This can be useful because the support may cover not only obtaining the Koseki certificates but also checking the entire set of supporting documents and assisting with the immigration application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you want to minimize the risk of preparing the wrong documents, consulting an immigration professional may be a practical option.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" grandparent\u2019s Koseki certificate, the situation generally falls into two broad categories.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" the most common situations we hear about, particularly when the applicant already has information about the person\u2019s honseki or has old Koseki records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you are living outside Japan, you may be able to resolve the problem by asking a relative or friend in Japan to assist you or by consulting an administrative scrivener or another professional.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Case_2_You_Do_Not_Know_Your_Parent_or_Grandparents_Honseki\"><\/span>Case #2: You Do Not Know Your Parent or Grandparent\u2019s Honseki<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Information about the honseki is often important when identifying the correct Koseki record.<br>When a Japanese parent or grandparent moved overseas many years ago, it is quite common for their descendants to no longer know where their honseki was registered when they lived in Japan.<br>In such cases, the following people and documents may provide clues.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Clue #1: Relatives in Japan<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">If you have relatives in Japan who are still in contact with your family, they may know your parent or grandparent\u2019s honseki or have documents containing that information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the person\u2019s siblings or children may have Koseki records that contain information that helps identify the relevant family register.<br>Because family members may previously have been included in the same Koseki, one person\u2019s Koseki records may provide clues for locating another family member\u2019s records.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Clue #2: Documents Used When Your Parent or Grandparent Moved Overseas<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Documents that your parent or grandparent took with them when moving overseas, or documents they used during immigration or other procedures, may contain information about their honseki.<br>For example, the following documents may contain useful information:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Passport<\/li>\n\n\n\n<li>Marriage certificate or marriage-related records<\/li>\n\n\n\n<li>Documents related to a naturalization application<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The information found in these older documents may provide important clues for tracing the relevant Koseki records and
